Project Summary
In California, certain regional planning agencies are assigned to develop and oversee Congestion Management Programs (CMPs). These planning documents provide policies, programs, and project-based strategies to facilitate mobility across critical transportation networks. The responsible planning agencies are also statutorily required to update CMPs periodically, to reflect changing mobility conditions in their respective jurisdictions.

The City/County Association of Governments of San Mateo County (C/CAG) is the agency in charge of the San Mateo County CMP. Unfortunately, as for many similar planning efforts, the onset of the COVID-19 pandemic led to loss of momentum during the CMP update process. I was invited to help restart this effort in late 2020 as lead transportation and policy development consultant, on behalf of Advanced Mobility Group (AMG).

Key Outcomes & Insights

Overhauled the baseline development site traffic impact metric to more accurately reflect total daily demand

California legislation, particularly Senate Bill 743, prompted a necessary rethinking of the prior Level of Service (LOS) metric to evaluate new land development traffic impacts.

Considering time and budget constraints, as part of updating this CMP we recognized and communicated that further analysis and consideration will be required in the near future to incorporate Vehicle Miles Traveled (VMT) as the baseline metric.
